If several individuals store their separate piles of RM in the same facility, can each pile be removed only by its owner/commander/pilot?

Or can anyone with access to the facility steal any RM?

Anyone who is set as operator, or otherwise has control room access privs for the faction that owns it can move any and all RMs as they please, so long as they have access to the entities the RMs are being moved to.
