I was making my character and the website lagged out and now when I try to make a character it says my email is already in use. Did I succeed in character creation or not?

Sounds more like you tried to apply, rather than creating a character (you can't create your actual character until your account is approved).

You can use the Lost Password feature to determine if your account is still pending or if it has been approved. If the latter, it will send a new password to your account, which you can then use to log in and create your character.
