I know the homeworlds of various species can be owned by governments, but is it legal to shield them?

Yes, it is legal to shield them.

All homeworlds have an NPC-owned starport which allows for NPC travel to others (even through shields). This allows new players to leave their homeworld regardless of the planetary government (there are several unshielded homeworlds where they can be picked up).

If there's an issue with homeworlds and you find yourself incapable of leaving, please send me a DM or make a support ticket. There should be a NPC starport on all Homeworlds, but there have been cases where one has gone missing or something doesn't work right on that end.
