Nope, that was removed when combat was introduced or thereabouts. Technically you can get another player into your party by arresting them, but they can't do anything until you release them, and then they are no longer in your party.

So how do you get the "Form a Party" achievement? I've formed parties with NPC's before to move them, yet it still didn't award me that.

Mainly by traveling back in time to an era when it was still possible to voluntarily party with other players.

But yes, as Ten said its a legacy from when you could party with other players. Maybe a bug report or suggestion should be made to switch it to party with an NPC, or just remove it.
