Regarding the "taxi" service of various planets.

Are there certain sectors that can only "connect" to other sectors via NPC transport that others cannot?

Example: "Sector A" can take you to "Sector C", but you cannot reach "Sector C" from "Sector B".

Or is the list of sectors given the full list of locations that have NPC transport available?

NPC Transports can take you to any other NPC-controlled starport, they are generally located on race homeworlds.

There is no distance/location limitation per se. You can go from one side of the galaxy to the other. However, there does have to be an NPC starport present which are only on homeworlds, and transport faction starports might also show up. If you are in a faction, their owned starports should also show up as a destination from an NPC starport.
