Previously asked a question about Rancor's double attack - changed to 62 hits from two claws (instead of 31 from a one claw, as it used to be before) - but didn't get an answer to this.
So - are all creatures using dual welded weapons now ? (i.e. claws, tails, etc - when number of weapons says 2 in creatures description ? - rancor, dianoga, kell dragon, krayt dragon, etc, etc)
Now - bandits wise - just attacked a squad of bandits and got such a little pearl in battle report:

- Fired at Lancer Octhar but missed as he swiftly ducked under the bolt
- Fired at Mika Noris but missed as he swiftly ducked under the bolt
Noris Najoqui fired 5 shots from her W-2X Wrist Caster:
- Fired at Rob Tafo but missed as he swiftly ducked under the bolt
- Fired at Hadji Thanewulf but missed as he swiftly ducked under the bolt
- Fired at Hadji Thanewulf but missed as he swiftly ducked under the bolt
- Fired at Erennassisat Thaxton but missed as he swiftly ducked under the bolt
- Fired at Lancer Octhar but missed as he swiftly ducked under the bolt"
Seems bandit used wrist caster and vibro axe at the same time - not sure if that's how it is supposed to work - as it was my understanding, that for dual welding, both weapons should be the same.
I'm with you, Mika: not only are bandits dual-wielding dissimilar weapons, they're dual-wielding with weapons that are specificaly two-handed:
Sigea Madowki fired 4 shots from her LJ-90 BlasTech:
- Draze Strax's armour absorbed 7 damage from the blow
- Hit Japla Kellarov for 11 HP
- Fired at Ganymede Melkans but missed as he swiftly ducked under the bolt
- Geoff Handel's armour absorbed 7 damage from the blow
- Hit Geoff Handel for 3 HP
Sigea Madowki fired 5 shots from her Bryar Pistol:
- Fired at Japla Kellarov but missed as he swiftly ducked under the bolt
- Fired at Geoff Airhart but missed as he swiftly ducked under the bolt
- Fired at Gareth Markyle but missed as he swiftly ducked under the bolt
- Fired at Draze Strax but missed as he swiftly ducked under the bolt
- Gav Keikodi's armour absorbed 3 damage from the blow
It appears from this and other combats, that currently, any target (bandit or creature) that has multiple weapons in range will attempt to use both weapons, where NPC squads will use only one. I'm fairly certain that's not how it's supposed to work.
But then, tweaking can always correct this.

I didn't think this was a bug: I just imagined that after several thousand bandits being killed without a single PC dying, this was just the Admins trying to give them a fighting chance. (:^,)

So far tried it only with rancors - they only have listed two claws in close range weapons - been using both of them - hence my concern about dual welding. But from what You say, seems it's bugged as well.
It raised my suspicions, as all the rancors I killed before - until one point, been using only one claw attack (despite having 2 listed in rules)
Then it changed to 2 attacks, without any announcement/warning from admins.
