I was wondering where i could locate and buy a ship and/or a speeder. And could someone also tell me what to do in Combine because i am stuck on my planet without a job.

Just ignore Hal.

Find a faction to join, they'll pick you up and get you assigned a ship to fly. You won't be able to afford a ship or speeder for a few months at least, but if your faction pays you a monthly salary you'll save up enough eventually. You can also save up CPs and get a ship in about a month and a half.
