Is there any point in using more than one worker if the character constructing the station has a management skill of zero?

According to the formula presented in the rules

Time = ((Material Sum) / 250) * (1 - (NPCs/250))^Management * (1 - (Civilisation Level / 5)) * Random 


It would appear that the number of NPCs will only reduce the build time if management > 0. Is this correct or have I misunderstood something?

A second opinion would be really helpful!

That does seem to be the implication based on the equation.


Ahhhh...

Because I didn't recognise the notation, I hadn't realised the calculation involving number of workers was being raised by the exponent of the management skill! It all makes sense now. Exponent 0 of any number other than 0 is always 1 so the number of workers is irrelevant.
