Just wondering if the Combine had a set standard for a parsec?

I think you mean it's a unit of distance, time itself is a unit of measurement

we don't define the size of systems/the space between systems


It also wouldn't quite work in SWC like it would in the old canon.

"less than 12 parsecs" was an accomplishment because to pull the Kessel Run, you'd have to go through the Kessel black hole field. Han Solo managed to shave off distance by skirting dangerously close to the black holes without getting sucked in. It was meant to show off his skill as a pilot.
