Let's assume, just for giggles, that when the revamp is complete there will be only half the space on board a SD that there is now. And let us also assume that of that remaining space, half of it is assigned to shuttles, ground forces and miscellaneous cargo. Say, just for round numbers, 360 TIEs.
That's 30 squadrons of 12.
Ok. Let's now assume there are only 25 SDs in the entire Imperial Fleet. I don't know how many there are really, but just for giggles lets say 25. Since each player can only lead 12 ships at a time (a squadron) that means the Empire will need 750 players just to fly the fighters for these 25 SDs.
At the moment there are 2817 "active" players in the combine. That means that the starfighter squadron leaders from this imaginary fleet of 25 would require over 26% of the total active players in the combine.
And that doesn't include crewing the SDs or any fighters on the ground. Nor does it include any ground troops or support staff, such as mechanics/technicians to repair/maintain damaged equipment.
Where does the Empire think it's going to get that kind of crew-power?
For that, I point you to Veynom (and others) annual attempts to convince the Rules Team to allow a Squadron of TIEs to equal 24, 48 or any other large number, to give them an advantage over others.
Remember the movies, how many ties where there compare to the rebel ships, or the one falcon. How many rebel fighters have shields compare to the imperial fighters. NPCs are the cannon foller of the game, easy targets that die very fast, would you want to be a tie commander if you knew you were going to die faster than that rebel pilot? This is not about the empire vs everyone else, this is about keeping it simular to the movies.
If the GE doesn't want crappy fighters; they should R&D better ones.
The GE has their capital ships' as one of their main advantage; why should they get an exception to the rule to give them MORE of a bonus?
It's just bad choice to do so, its not fair, and would probably further the feeling of bias towards the Empire. (Not like it will ever go away anyway, though.)

It is also important to note that Star Destroyers more than likely won't be solely carrying TIE/Lns. While I was in the Empire, we had SDs carrying TIEs, Gunboats, Lambdas, the commander's personal ship or two, and any other fleet ships which needed a ride from time to time (mostly to keep ships not assigned to pilots close by, but also just because deploying ships rather than all ships being flown individually keeps the fleet together due to varying hyperspeeds/pilot skills). The fact that a Star Destroyer can carry hundreds of TIEs doesn't mean that will actually be the case at any point; there are plenty of other things to transport.
