I am unsure of regulation to start a government

The population of this system exceeds 100 million inhabitants.

I thought you needed over 100million people in one system. I cannot seem to find this for NIO, 12 Colonies, or Mandalore. Am I missing something? Are the rules wrong?

The rules are (in this case) correct. They might have planets in hidden systems, like Mandalore, or perhaps you just need to look harder. :)

They count for the government, they don't count towards anything you can see that would give away their existence...bar being in their system and looking.

It makes the system known, and may have further uses later on.

As known systems contribute to the sector population shown then obviously that is a result of it yes.
