Why isn't it possible to use my ship sensors on the ground, even when I have an MSP equipped? It seems to me that one should at least be possible to view the ground area your ship's sensors cover unless the area is shielded or sensors are otherwise jammed...

If your ship is on the ground you can use the sensors (if you are in the ship) as long as there are no buildings preventing it.

A ship needs a PC on board as pilot for their sensors to work for others.

So it wouldn't work if I had an NPC as a pilot onboard the ship? Or a droid?

NPC pilots have yet to be implemented as far as I'm aware, no. It'll be an interesting day when it finally is, soon(tm).

Mostly because all the Governments will be able to move all their frigates and capitals and corvettes much more quickly.
