That usually comes from a temporary problem connecting to the website in question, but since you can post on the forums, that might not be the case. You can also use another chat client [mIRC is overwhelmingly the most popular for windows users] to connect to irc.swc-irc.com.

It shouldn't; that would usually give a message that the site is being blocked rather than just not loading it like that.
