It's an equation from Planetary Economy. Now I fully understand it, I just wonder wether the default of a certain varieble is 0 or 1.
2.2/ Crime Rate (CR):
CR = CL x (Sum of (Facility [A] x surface [A]) ) / (Sum of (Facility [B] x surface [B] ) ) x eTL / 0.83
If I build a city on an empty planet and I build only (for exapmple) silo, offices and HR50. So there isn't any [A] or [B] facility. Or actually there are O.
In this case CR = CL x 0 x eTL / 0.83 = 0
Or is the default of [A] and [B] actually 1?

But it doesn't work this way. Seams to me you better read the rules Mr. rules team.

What if "Facility [A]" and "Facility [B]" are 0 ? (there are only offices and HR buildings)

How does it not work this way?
I'll even provide an example from a city Alissma owns (only city on the planet, note the facilities at the bottom, bolding important areas):
Building Info:

Also note the crime is given as a percentage, which therefore makes it a value between 0 and 1. If anyone has seen a crime value greater than 100%, then I'll admit I'm wrong.
A crime rate of 0% is very possible, and that certainly seems to answer your question.
