This means that no matter how much strength your character has he will never be able to carry ONE KILOGRAM! lol, I think this is a big typo or some stupid formula.
With the max weight formula, your character would need to have a strength of 100 to wield a ceremonial armour or something else that weights 30 kilos or less. Which is completely absurd, and the stats don't go that high anyways. lol
so I think this formula that is written in the item area of the guide is wrong or not well written... i would understand something that goes like:
Max Weight Capacity = (30 + (Strength * 20))/10
that would make sense, or:
Max Weight Capacity = 30 + ((Strength * 20))/10)
or
Max Weight Capacity = 30 + (Strength * 2)
to simplify the formula
but not the entire stuff divided by 1000, the best weight you can carry is 0,130 kilos if you use the formula written there. Which means no one could wear anything or use any weapon or tools in the Combine. lol
Since this is not the case right now, I think this means it's a typo and the formula is more like this: Max Weight Capacity = (30 + (Strength * 20))/10, than the one mentioned... but the most logical weight capacity formula I would use in the combine would be: Max Weight Capacity = 30 + (Strength x Strength x 2), thus a weak person can carry easily 30 kilos of equipment easily, so is a character with zero of strength in the Combine. Since no one can have more than 5 of strength, then no one can carry more than 80 kilos on him, which is no big deal if worn all over his body if you are a world's strongest.
Like diplomacy skill for recruiting rebate, the closer to 5 your strength is, the higher the progression in weight capacity you would have.

I have also a problem with recruiting npcs.
for example, I hired 74 workers for someone, the TOTAL AMOUNT that the game told me I would pay was 1 243 200, yet, when I clicked "ok", i was missing roughly 22 000 credits... this happened to me often when I recruited npcs. I once recruited a couple of npcs for different people, only to find out that my bank account was lower than when I started!! (They paid me in advance of course the amount I charged or that was written before I clicked "ok" that is).
So, if there are any mystical "fees" for hiring npcs, maybe it should be included in the "TOTAL COST", because when you talk about TOTAL COSTS, it means ALL THE COSTS ADDED TOGETHER, no?
Anyways, hope this is fixed, it's ruining me and makes the description of the diplomatic skill for recruiting a lie.

Yes, perhaps there is some kind of leak or something when you hire more than let's say 10 npcs... This needs to be tested with different levels of diplomacy to see if it works properly, it costs more to me and my government than it should and it sucks.
Even if it is in tons, I hope they are metric tons, at least it would make more sense.... 0.150 metric ton would be 150 kilograms for a strength 5 character, which would make much more sense. Strength zero characters would be 30 kilos, which makes also good sense.
If it is in tons, then the webmasters should add "in metric tons" to make it clearer after the formula or a not before it saying that all weight is in metric tons and volume in cubic meters.

I'd suggest bugbasing the NPC hiring issue. That way it can be assigned to the appropriate person and tested to try to reproduce it if nothing obvious is found in the code.

I need to hire many npcs now, so I will say here if the problem represents itself again.
People and factions might not notice because it is such a tiny amount of money. I mean, what is 20 000 when you have just spend a million or two in hiring npcs? Little, like pocket change.
Okay for the weight capacity, although the webmaster should have noted in the in formula's description that the weight is in tons and the volume in metric cubes to clarify the new or ignorant players like me who never used items before.

That's what it's THERE for. It allows bugs to be assigned, tracked, feedback requested, and so on. A forum is a poor substitute because those who deal with bugs don't always check here, and the thread can fall down the forum quickly and be hard to find. Help them to help you, and use the tool provided for resolving bugs!
There is also a Rules Update forum on the Message Centre, where you can start a thread for discussion of changes to rules pages to improve their accuracy and readability.
