ok, let's say I'm in the Empire. I board Player X's Bayonet in Imperial Spcae, can I arrest him? I know Factions can arrest on their own Capital ships, but what about this scenario?

If the Bayonet is owned by an individual, you could arrest on it.
If the Bayonet is owned by a non-government faction (Alissma, for example), you could arrest on it.
If the Bayonet is owned by a government faction (Eidola, for example), you could NOT arrest on it. But Eidola (or authorised groups) could arrest you on it.
If the Bayonet is owned by the Empire, you could arrest on it regardless of the space it is in.

EDIT: Oh, and just one more variation.

Sya I'm in a Bounty Hunter faction. If Player X's Bayonet is in Trade Federation Territory, but the TF has not authorized Bounty Hunter Faction Z to arrest in their territory, can I arrest Player X aboard his bayonet?

If the Bounty Hunter faction does not have authorisation for that space, they cannot arrest there.

If there is an Eidola Bayonet in TF space, and the Bounty Hunter faction has authorisation for Eidola space, you COULD arrest on it.
