My computer is occupied by 3 people, for some time two have been playing as registered multi-accounts but yesterday were banned , because the third person also wished to join

So my question - is that legal only for two persons to play on one computer, but is it if there are THREE?

It is legal for three players to be registered as multis. Questions regarding multi bans must be sent to multi-accounts@swcombine.com and are not answered on this forum, though. It should also be noted that explanations for multi bans are given in Sim News posts, which can be read without needing to log in first.
