Ive rented a S-Swoop, went on a non-city terrain and my speed is still 200, and ive read that on ground non-city terrains speeders have their max speed...

The speed limit for ground travel does affect speed on non-city squares. I do not know if that is how it is intended to work, but that is how it does.

There was a discussion there and it was said that vehicles do go to their stated limit on non city terrains...and still i tried and it was still 200...maybe it is because i rented a vehicle?But it went 600 in the atmosphere as it should

Hilarious!I am on Glacier terrain can move only 200 km BUT my vehicle status shows that i am going 200of600, dont remember wheterthe max speed shown when travelling on city terrain even when you are having it though!

There seem to be conflicting reports, then. I had heard that the 200km/h is enforced on all planetary squares [but not in the atmosphere], which your experience seems to confirm. Hopefully someone will have a more definitive answer.

It is intended that outside of cities, vehicles can utilize their full speed. However, due to a coding error, this is not the case. I have noticed and bugbased this quite a while ago.

As you see on the comments (assuming you have a bugbase account), the higher-ups all agree that they should be able to go over 200 km/h, but as mentioned, it is not. This bug is yet to be fixed, though.
