Sorry if this was addressed in the rules, but I couldn't find what I was looking for.

Under what circumstances can someone arrest me onboard either a fighter or freighter type ship belonging to me (if at all)? If the ship is in a gov faction's territory, and I add someone belonging to that faction to my crewlist, can they arrest me?
