Galindas Exports and Galmart are the primary places to get Cuffs. Galindas produces, Galmart makes small sales (Galindas sells by the batch.)

it's also good to check and see if you can get Cuffs from your faction leader too.

Yes, warrants can be removed by anyone with appropriate privileges in the faction that placed the warrant.
