It depends on what you are meaning when you say personal picture.

If you are talking about your avatar, in can be changed via the "Character" link on the manage tab of the character menu over there ----->

If you mean to say, how does one get a personalized avatar, well there are multiple ways to do it. Find an image you like online, edit it to your specifications and then use it as your avatar, or have an artist render/edit one up for you.
