Well basicly my problem is

I went inside one thinking i could hire R&D NPCs as shown on the rules page.

WHen inside i found only worker NPCs were hirable.

this was the NPC owned research centre on Zeltros:

Sector: Outer Rim B-3
System: Zeltros(468, -85)
Planet: Zeltros(14, 8)
City: Korunaan City(6, 2)
Ground Position:(16, 16)

NPC of such a type should be hireable there... so off with you to the bugbase, as Ralgarrch suggested. (Might be important, when R'n'D comes out.... hint hint... sim news ... hint hint)
