Q1: Does it mean w do not have unpowered city icon anymore?
If yes, could someone fix it so no cities on planet show as powered/unpowered as it's no longer question of city powered as whole.. They look bad.

Again, if cities are not powered as whole, how should we understand this.. Is one unpowered buliding enough to start morale loss/crime increase?
Or maybe all of this got scrapped, then can I ask why we have a new feature and no clear rules to it *before* implementation?
