Bit of a N00b question: When a faction is created and a HQ is placed for the faction is it placed over an existing 7 X 7 building. or can it be placed where ever there is room? Or do I need the RMs in my possession at the time?

In short, how does it work? As from a position of ignorance I do not quite understand the wording of the rules governing the HQ creation...

The selected 7x7 simply has it's type changed to the HQ type appropriate to the faction type being created.
