If I know someone OOC are we allowed to start a buisness IC?

What I mean is like sharing credits and helping each other out with the buisness without talking about it in IC.

Yes, most things in SWC are organised in an OOC manner. Paying attention to IC is mostly a personal choice considering it's impossible to enforce anything of the kind beyond the rule against having past characters assets transferred to a new character.
