Of course, but if you have two adjacent cities next to each other and each of them has a shield generator in it, you can keep the whole planetary body on lockdown forever.
Question I want to address if a PC (player character) spawns in a city with a shield then, let’s say by mistake as they create or recreate and shields are in place, do those people have to put faith into the grace of the one controlling the shields to get on with his/her playing or do they have to wait 3 weeks until an administrator can move their character or 21 days after A/E has been issued on this noob or maybe in haste recreating player “as we are all human” before they can start play Star Wars Combine?
The Introduction of shields is therefore to keep unauthorized people from cities and this option has strengthen the monopoly a bit more to restricts character movements in this galaxy, or is this a step closer to Combat I was asked by a few friends today, or is it just another restriction of NPC spawn buildings forgotten by its owners as in unlocked? I think they ask for the dessert.
Not EVERY starter planet. First, there are a handful of homeworlds that had no room for starports. Second, and faction HQ is theoretically a starter planet (although in those cases, you're far more likely to be able to get on the exception list).
