Asked the question yesterday in IRC, yielded no definite answer, so:
When NPC shops are built on planets that aren't a homeworld (so, if I for instance decided to put an NPC shop in a FI city on an asteroid), would I be able to buy knives/trunks/etc from that building upon completion? And if the answer to that is yes, does a merchant NPC have to be bought and placed inside or is there already one inside (as in, seller comes as a bonus gift with the construction)?

The shopkeeper and buy functions are automatic with the NPC shop. But as Mephiston points out, you can't build NPC shops. They are placed by the Admin.

There were several requests for them to be placed on starting planets (homeworlds) but that was almost more "allowing" than "asking". I don't know about other cases. It never hurts to ask.

I'd like to second Orion McPhee's request -- I think it would help new players greatly to have something to interact with on a faction starting world, while they are waiting for pickup. Other than walking around to get XP, that is.
Cole, I made no request, I asked a question which was answered. Once you are the position to make such a request on behalf of yourself or a faction, then I would suggest sending a request, stating your case to the admins.
You might check with your faction leaders and ask them what you should be doing while you wait. I know we have our new recruits participate in a training program that begins as soon as they reach the planet surface, either on creating or by shuttle.

I think the word "request" maybe got misunderstood there -- I do not mean it in any kind of "you must comply" sense. More in a sort of "wishlist" sense.
