It has been faster all along. If you noticed before, it always gave you a 1 hour ETA, which then changed as soon as you started based on speed and skill. But 12 minutes... not sure. Possible I guess.
I was testing the ETA bug on dev in an A-wing and I got it down to a few minutes all the way up to 8 hours.
iirc, the distance between cities is 200 km. Before, ships were restricted to 200kph on the planet surface. Now with the new rules your ship is going 1000kph between cities. (If 10x your ship's sublight doesn't equal 1000, then it's probably a bug. As at 900kph your ETA should be about 13 min.)

Ceso, same as you. 52 minutes before, 21 after with my YT-1210.
It seems that with the new rules on vehicles, ships aren't restricted at 200 km/h as they were when doing crossterrain.
So my ship now do 550 km/h, that is 2.75 more than before, and explain why it takes only 21 minutes now to crossterrain.
Actually, it makes ships a lot more useful on ground.
The ETA and speed bar is bugged tough.
