What sort of faction can build conference centres? I lived under the impression that anyone could build them. But I cant find it with any faction, nor in the list with facilities that can be build by everyone.

Yes and no. The first one is converted from another 7x7. Beyond that factions get one datacard for a headquarters per x members. Look on the faction creation page for details.
