Ka`rla Leakey	Simply put you find somebody willing to sell you slabs to build on, or find a planet which isn't under government control and lay your own slabs. You are then free to build at your leisure. (unless the faction notices you doing it, turns over control to their government and then comes and arrests all of your builders)
