So, got a buddy that just dropped off 2 dozen half finished sats in orbit over one of my planets. I've got factories down on the surface that have the same sat type DC assigned to them.

The Questions:
- can I take those Sats down and 'finish' them?
- will that take up a DC usage?
- If not either of the two above, how could I finish them?

They aren't 'stuck' and I don't know of the circumstances on why they are the way they are.

I'm not entirely sure what you can do about it at this present time, but my general understanding is that they can't be fixed.

However, with the release of Repair you should be able to continue construction on them and finish them off.
