What's the deal with moons? If they aren't controlled by any faction and you go there to colonize for your faction, does that automatically make you governor or some high government standing of that moon? I would think that they are treated just like planets, unless you can't actually go to those moons. They are pretty small, but I'm just asking here.

They work exactly the same as planets.

And anyone can just go to one and colonize it? What about terrain restrictions?
