I must have misunderstood a comment that "they are heave orbital weapons", meening I thought they are in orbit, lol.

“LNRs are Heavy Orbital Artillery so they are supposed to hit things in orbit.”

I see now that they only target extra-planet objects vs. ground or atmosphereic objects.
