I know this is a newbie question, but I can't find the answer anywhere, so here goes,
How do I release someone(in my case an NPC) that's under arrest?
Do I need any special skills or permissions to do so?

You either need privileges to do so - given by your faction.
-or-
If you skills in Theft/Deceit then you can use the Electronic Lock Breaker to free them.
