I'm just curious, how would a player go about slabbing an uncontrolled territory? Does it require a faction? Or can this be done as a Free-lance, if FR do you need an permissions?

Any information would be greatly appreciated.

Any player can lay a city slab on an uncontrolled planet. If you wanted to do this for a faction then you would need the appropriate privileges. Also, please see this link from the Rules section:

So many times ive went to uncontrolled planets hoping to build some cities and realised they were actually covered in hidden cities :\ waste of time :(
