If I came across a shielded planet..would the function of desending not work? Or would I just be like sunning myself..fly into a shield?

It wouldn't let you fly through. It was suggested that you could ram into a shield, but that isn't implemented and probably won't be without combat.

You can use NPC transport to go through shields if there's a starport on the planet.

You can descend to atmosphere level easily enough. However if you try and descend past the shields to the ground, if there is no linked CCC and you're not on the crewlist, your travel will just be aborted.
