So if I buy an Npc which has racial bonuses which would typically be assigned to their template, one would have extra skill points to use right off the bat in addition to what they would have if they were a no skill race.

If an NPC has a racial skill bonus in place of a class skill bonus then the lower one shows up as free skill points, if that was your statement.
