I just wanted to check if I'm doing this calculation right in terms of cybernetic ops success chance.

Success Chance = round(1 + (Skill * 4.5) + (Bonus / 2.5) + Install * (0.5 * CivilationLevel * 2.2))

So if:

Skill = 5
Bonus = 25 (5 Medics with 5 Skill each)
Civ Level = 66.74

= round (1 + (5 x 4.5) + (25 / 2.5) + 30 x (0.5 × 0.6674 x 2.2))

= round (1 + 22.5 + 10 + 22.0242)

= 56%

If I've done that right it seems you can't get much more than a 57% chance with a slightly higher civ level?

Can you get the civ value by just sitting in orbit above the planet, rather than being on the surface?

I believe your math looks accurate and yes planetary stats normally affect stations in orbit so a ship with a medical room, that is owned by the medical faction doing the surgery, should use the planets stats when in orbit and not moving.
