I'm trying to create an NPC and I am at a stage where the creator screen says to list a ship ID# so it can place it at that location, but I don't have the foggiest idea of where to find that. I've looked all over position area, but I mgiht have missed it. Any help?

If it's a ship assigned to you:
Ship Inventory -> Piloted Ships -> Show Stats

If it's an owned ship:
Ship Inventory -> Hold mouse over checkbox (or click Show Stats, but mouseover is faster)

Is it possible to see the Ship ID# of ships I'm scanning?

Nope. And you can't place NPCs on your enemy's ships anyways ;)
