Hello there.

I am trying to help a new player get off her planet of origin, so I bought a ship that was in the atmosphere of that planet. I then told her that she needed to get to a shuttle NPC, so she could take a shuttle up to the ship.

However she keeps getting the message "There are no ships or stations in orbit that you may travel to.

Does this mean that the shuttle can only take you to ships in orbit and not in atmosphere? That makes no sense to me.

The ship has to be in orbit, as orbit is a single place whilst atmosphere can be any number of points on a planet I assume it's more complicated to do this to the atmosphere level.
