i get that every time i try to submit a custom pic for my DLT-20a, just wondering if its a bug or if custom pics for items havnt been implimented yet

Ownership for items does not transfer, current, so they will still be owned by the group that produced them. The issue should be rectified when Item inventory is released (with Inventory 2.0, I believe).
