Are all tutorial NPCs (including vehicle rental services) located in the starting city of race homeworld starting planets?

They should be.

I'm asking because a new member of ours does not see one. A vehicle rental service NPC, that is.

If you had listed the planet, one of the asims might have taken a look.

Theoretically, though, yes. Every racial starting city should have the NPCs.

heh, maybe the npc has some stealth skills? or maybe the npc is outside of his perceptive area or hasn't been found yet.

It was the starting city of the Mon Calamari.

define "sees all".

A large number of characters, most of them being NPCs, most of those NPCs being tutorial NPCs.

Without looking at my notes, there were a guesstimated 17-20 characters (PCs, NPCs) she saw.

Of course yes, there is a chance that the NPC in question has a stealth skill, but from my understanding, tutorial NPCs and service NPCs are visible by all, regardless of faction or personal skills.

I remember that when I was in Kenton, I also saw all the NPCs in the city I was in, even if some were hours away. My perception back then was 0.

After further review... it's there. The NPC is there.
