If anyone has any further opinions to add, keep them out of the Problem Centre unless you want to be forcefully removed from it.

To the original poster, if you are having difficulty determining whether or not such an arrest should have been possible, you will need to provide more information about your situation, such as exactly where you were located at the time of arrest (on the surface of (planet name), on board a ship in (system), etc).

specific persons can be given arrest privs inside a government's territory. I suspect that if FF didnt arrest you then this is the case.

I had a similar situation when arresting someone, namley, as a member of a goverment I was unable to arrest someone on the territory of the said goverment. To skip the details, altho the galaxy map doesn't take hidden system and cities population into calculating the controlling goverment of the said sector or system, A/E does take it into account, or so i was told by Dreighton.

Inner-faction arrests, can, as well as outer-faction arrests, be skillfully determined. I believe I'm making no sense with that sentence, but I mean that you can set your arrest options to respond a certain way to benefit your specific a/e skills. I hope that makes more sense. It is likely that you had 'inner-faction' arrest set to 'none', meaning that whenever someone in your faction would try to arrest you, they would be able to do without any form of resistance on your side.

While I personally am aware of Templeton's atrocities and have my own thoughts about it, I'll do my best tp keep this spam-free.

So to answer to an issue you mentioned, 'other factions' basically bow to the Government factions. Using Bounty Hunters Guild as an example. Say, they own Planet X in system X, but sector X belongs to Falleen Federation, they may arrest on their own capital ship, just like every other faction may do (correct me if I am wrong). However, if the scene takes place on a planet, then Falleen Federation may do arrests, even if they do not own the planet (because a faction that is not a Government controls it).

So a/e wise, a government has more playroom than factions that are not a government.

Only governments and security/bounty hunter factions can do OOF A/E. For governments, they can OOF A/E on any planet, system, sector they control, whereas if another government owns a planet/system within their system/sector, the OOF A/E powers of that planet/system falls to the local government faction.

Government factions can also allos security/bounty hunter factions to A/E within their territory.

Factions other than government, security and bounty hunter types cannot OOF A/E at all.

All factions can perform IF (in faction) A/E anywhere.

Thus, if the events Keir posted are correct, Templeton Peck was arrested by Eidola Pirates using their IF A/E powers. The fact that he was on a planet controlled by the Falleen Federation is irrelevant in this case.

All rules stated by me in this post are freely available on the rules pages, and have been like that for quite some time now.
