To find a hidden city, all I have to do is descend into the atmosphere of the planet (say, at (0,0)). If there is a hidden city, will it appear then? Or do i have to actually land on a spot on the planet? The rules say I can see it from the atmosphere, but I've been told conflicting information by a number of people. Can someone clear this up for me?

Scanners only work 3-5 squares at a time. If your at 0,0 you wont find it in square 10,10. Yes you need to scan everyone from the atmos. Even LP's you still need to be close.

Exactly what the two posters above me said.

Scanner range is not applied when showing hidden cities, you need to be directly above the city in atmosphere (or actually on the city square on ground level) to see it.

OK got that. is there any way to find out who owns the hidden city (if there's nothing there but a blank city slab)?

Submitting a build request will show you who it went to, in the requests screen.
