Who owns the items the carrier or the commander?

Neither, the owner owns them.

Like items that comes without ownership ie storm trooper armor. Just carrier, commander, is there still owners but the commander cant see them?

Yes there is still an owner, most likely the GE, as those particular items will have been stolen at some point in the past.

The items will still appear in the owners inventory like any other item they have assigned to their own employees to use.
