1. There is a "bug report form" at the bottom of your character menu. Use it.
2. What facilities, exactly, are missing? Be as descriptive as possible so that the person who wants to fix it doesn't have to spend time figuring out what you mean before they can address it.
3. A real quick and simple count of the available facilities of each size seems to match up between the Designer and the Rules page. The handful of missing facilities are not available for construction anyway, so I don't see why their omission counts for anything.
