If a faction reaches the needed number of members to build a second HQ and then falls below that number of members, what happens to the second HQ?

You will only be able to use 1 HQ as a spawn point however...well, thats whats supposed to happen.

I thought, once you built the additional HQs, any one could be used as spawn points no matter what your faction member-count was.

So they HQ remains an HQ you just can not spawn in it or it reverts to the original building?

The ones you get from datacards can't revert into anything. You have to build them.

now we are discussing these anyway..
who can use the datacard for the 2nd and subsequent HQ's? just the owner of the faction? (non-gov)

If I understand the process correctly, anyone can build the to-be HQ facility and then it can be converted into the HQ by assigning the DC to it.
