So I can't find how to hire a vehicle or speak to any NPCs.

You using the scanner to see them, then try talking? OR are you already doing that but the talk text doesn't show?

yeah clicked on scanner, it lists the people, but then when I click talk etc nothing happens.

You need to be on the same square as the person you are talking to. Your scanner will show you a lot of people out of range.

no I'm doing that, it makes no difference. could it be something to do with my browser?

It appears to be a bug. You will want to report it in the bugbase if it hasn't been already.
