I have played Combine for a certain time to gain some credits, but I see that in this Star Wars universe.. there are no Wars. So I guess it's a economy simulator. It's ok but I have a question, is there any possibility to build a city from a scratch? And I don't mean assigned city by a faction which can be taken away from me, but my own city.

But I see there is no uninhabited planet anymore in this galaxy so it's bugging me, how can I build my own city? Is there even such a possibility or we (I mean relativly new players) are just drones for the elite player and we can't build anything?

Yes you must have the required: creds, mats, and ship. + you need it to be ok'd by the governmeant

I'm pretty familiar with building procedure but about this 'being ok with government', how can I get permission to build a city? Is there any list of places where I could be permited to build or do I have to pay something or what? When I asked for permission some time ago, I heard that all I can get is renting slab and being assigned to my own city which I pay for...

So once again, how can I get permission to build my own city and which factions are allowing to do that?

Look on market places for people selling slabs.
