Firstly, there is more the admin's job than multi-hunting although that is certainly consuming plenty of time.
Secondly, far back the admin/player issue was a much more collaborative effort in a smaller community and the Red Scenarios were a way in which development of the game was much different. It wasn't so much about fulfilling player's wishes at is was being more involved in the IC development of the game which has now changed with the evolution of the admin roles and responsibilities and the game's changing dynamics.
